CGG2/2017: Secretary To The County Public Service Board

To support the County Public Service Board, a County Public Service Board Secretariat has been established at the County level to be headed by the Secretary who will also be the Chief Executive of the Board.
The Secretary will be responsible for coordination and facilitation of support services and functions of the Board.

Key Responsibilities

  • Management of the day to day activities of the Board’s Secretariat;
  • Preparing Agenda for the Board;
  • Circulation of prepared agenda and minutes of the Board to the members before the start of the Board’s meetings;
  • Taking minutes of the Board’s and Committee meetings;
  • Compiling the decisions of the Board;
  • Ensuring Board decisions are promptly implemented / communicated and providing feedback to the Board on their implementation status;
  • Initiating, coordinating and submitting programmes necessary for the achievement of the Board’s mandate for submission to the Board for approval;
  • Ensuring safe custody of the Board’s vital records and information;
  • Coordinating the preparation of the Board’s Annual Reports and any other reports as required;
  • Coordinating the efficient and timely provision of services by other departments;
  • Performing any other duties as may be assigned by the Board.

Job Qualifications

  • Be a Kenyan citizen below 60 years of age;
  • A bachelor’s degree in any of the Social Sciences obtained from a University recognized in Kenya;
  • Should be a qualified public secretary and a member of the Institute of Certified Public Secretaries of Kenya (ICPSK) or similar Professional body;
  • Have a working experience of not less than Ten (10) years at a senior management level in human resource management or related field;
  • Conform with the requirements of article 233 of the Constitution of Kenya 2010;
  • Satisfy the requirements of chapter six of the constitution on leadership and integrity;
  • Have attended a senior management course or strategic leadership course lasting not less than four weeks from a recognized institution;
  • Demonstrate a high degree of administrative, managerial and leadership capabilities;
  • Be a professional who demonstrates absence of breach of the relevant professional code of conduct;
  • Show merit and ability as reflected in work performance and results;
  • Have capacity to work under pressure to meet strict deadlines;
  • Be committed to be part of a team that will enable the Board and by extension the County Government deliver its mandate;
  • Computer application skills;
  • Understand the diversity within the County.
The Secretary will hold the office on Contract terms for a non-renewable period of six (6) years on full time basis and subject satisfactory conduct and work performance.
