CGG 2/2017: Chairperson - County Public Service Board

The County Public Service Board is responsible for ensuring uniformity of norms and standards for: establishing and abolishing offices in the County Public Service; appointing persons to hold or act in those offices and confirming appointments.
 
The Board is also responsible for exercising disciplinary control over and removing persons holding or acting in those offices.
 
In addition, it oversees the implementation of policies on human resource management and development; and promotion of labour relations amongst other functions.



Key Responsibilities

  • Appoint persons to hold or act in Public County Offices including in the Boards of Urban areas within the County and to confirm appointments;
  • Prepare regular reports for submissions to the County Assembly on the execution of the functions of the Board;
  • Promote in the County Public Service, the values and principles referred to articles 10 and 232 of the Constitution of Kenya;
  • Evaluate and report to the County Assembly on the extent to which the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the County Public Service;
  • Facilitate the development of coherent, integrated Human Resource Planning and Budgeting for personnel emolument in the County;
  • Make recommendations to the Salaries and Remunerations Commission on behalf of the County Government, on the remuneration, pensions and gratuities for County Public Service employees;

Job Qualifications

  • Be a Kenyan citizen below 60 years of age;
  • A bachelor’s degree in any of the Social Sciences obtained from a University recognized in Kenya;
  • Over 10 years working experience in senior management position in the Public or an equivalent position in the Private sector;
  • Satisfy the requirements of Chapter six (6) of the Constitution of Kenya;
  • Conform to the requirements of article 233 of the Constitution of Kenya 2010;
  • Understand the diversity within the County.
Duration: 
The Chairperson will hold the office on Contract terms for a nonrenewable period of six (6) years on full time basis and subject satisfactory conduct and work performance.
